When managing people, one of the goals is to have them embrace responsibility for assigned tasks. Likewise, doing so reduces the necessity to oversee the progress of work, as opposed to simply evaluating at its completion.

Productivity is the yardstick used to measure effectiveness when managing people. As productivity increases, it can be safely assumed that employees are properly trained, motivated and have embraced accountability for completing tasks assigned to them.
