Acquiring a broadcaster's license is a long and expensive process.
All radio and television stations require a broadcaster's license from the Federal Communications Commission (FCC) to legally operate. This license allows a station to broadcast its content over an allotted frequency. Usable frequencies are very limited and in high demand, making new licenses difficult to obtain. A license may also be acquired by purchase from a current station owner looking to sell the station. The process of applying for a new license or purchasing a current one is lengthy, and requires multiple applications and application fees.
Instructions
Applying for a New License
1. Download the application form for the appropriate type of broadcast station. The forms can be found on the website fcc.gov. Note that the FCC is not accepting applications for new AM radio stations at this time.
2. Pay the application fee by sending payment to the U.S. Bank in St. Louis, Missouri or electronically through the FCC website. The fee amount can be found on the website.
3. Submit the application form to the FCC electronically. If accepted, a new frequency allotment will be created, which must be bid on to receive a license.
4. Give public notice of the application through a newspaper generally read by the audience of the station.
Purchase of an Existing License
5. Contact a current station owner who is willing to sell. Contact information for both radio and television stations can be located at their website. Negotiate the terms of the purchase.
6. File FCC form 314 electronically. Pay the application fee by electronic transfer or by mailing payment to the US Bank in St. Louis, Missouri.
7. File FCC forms 323 and 316 within 90 days of acceptance of the application.
8. Give notice of the change in ownership through a newspaper generally circulated in the station's coverage.
